David Fleming Appointed General Manager at Home Care Assistance Sydney East, Central Coast & Sunshine Coast

Home Care Assistance Sydney East, Central Coast and Sunshine Coast is pleased to announce the appointment of David Fleming as General Manager, effective 4 August 2025.

David brings more than 30 years of senior leadership experience across aged care, public policy, and community services, spanning government, not-for-profit, and education sectors.

Over the course of his career, David has:

• Supported many organisations through the implementation of the Aged Care Quality Standards
• Contributed to the development of residential aged care facilities, including a $150 million project in Sydney
• Managed large-scale transitions to Consumer Directed Care
• Expanded program funding and driven quality and compliance across diverse settings

David is well known across the aged care sector, having held senior roles in a number of large providers.

Most recently, he has been working with aged care organisations nationally to support their preparation for the new Aged Care Act and Support at Home Program, due to commence later this year.

He is also a respected educator and mentor, with experience teaching at TAFE NSW and supporting local governance and community-based initiatives.

Home Care Assistance is a franchise-based organisation with locally owned and operated businesses across Australia.

Directors Jeremy and Samantha Cochineas—a husband-and-wife team—established the Sydney East franchise in 2018, followed by the Central Coast.

In 2023, they acquired the Sunshine Coast business, which had been supporting the local community since 2016.

 Across all three regions, Home Care Assistance is known for its compassionate care team, strong clinical support, and holistic approach to ageing well through the Balanced Care Method™.

David’s appointment reflects Home Care Assistance’s continued commitment to innovation, service excellence, and strong leadership across its regional operations.
